The California Democratic Party Legislation Committee (CADEM LC) convened their initial session of the 2023-2024 term during the CADEM E-Board Conference recently held in Visalia, CA in August of this year. CADEM LC is a standing committee tasked with reviewing legislations submitted to them for endorsement consideration by the California Democratic Party (CADEM).

There cannot be too many people drawing a breath in these United States who are not contemplating whether our form of government will survive Donald Trump. We are legion, I suspect, and our trepidations are not unjustified. While the former president runs around social media and his rallies of cultists by complaining the government is being weaponized against him, he finishes his whining by explaining how he intends to turn the institutions of our republic into weapons of mass destruction to be used on anyone who resists his authority.
Our national destiny now is connected to how many people find emotional and political sanctuary in the delusions of a pathological liar.

ACA 5 (Assembly Constitutional Amendment 5) Marriage Equality
ACA 5 passed the California State Senate on July 13, 2023 and it was chaptered and filed the same month. Now it must pass the popular vote, as it will be on the November 5, 2024, General Election Ballot. This will remove discrimination from the state constitution.

Conservatives are once again attacking educational and LGBTQ spaces in Roseville and Placer County. The Landing Spot was forced to cancel their annual youth drag show, which was scheduled to be at Roseville High School, due to pressure from the Destiny Church backed organization, the American Council.

Here’s the definition of affirmative action: Affirmative action is defined as a set of procedures designed to; eliminate unlawful discrimination among applicants, remedy the results of such prior discrimination, and prevent such discrimination in the future. Applicants may be seeking admission to an educational program or looking for professional employment.
So logically, those against affirmative action are pro unlawful discrimination, against remedies for that discrimination, and for future discrimination.
Roseville City Senior Commission Report
As an appointed member of the Roseville City Senior Commission and the current Vice Chair, I attend quarterly meetings with city staff from the Parks, Recreation and Library Service Department. Our meetings are open to the public on the second Wednesdays of February, May, August and November at 2 pm in the City Council Chambers at 311 Vernon St. Also, the meetings are televised on the city cable channel. Our responsibilities include highlighting senior programs, services, and resources in our community. We serve as the eyes and ears in the community, bringing pertinent information to staff to help improve senior services as well as serving as ambassadors throughout the community for the services provided by the city of Roseville.

Federal and State legislation activity picked up its’ pace since the beginning of these sessions. The PCDCC Legislation Committee has been in full speed mode analyzing measures for endorsement consideration by our PCDCC membership. We finished the 2021 – 2022 sessions on 73 measures which included 26 Federal and 42 State bills, 4 resolutions, and 1 proposition. Of the approximately 24 ultimately enacted into law, the Placer County Democratic Central Committee endorsed 6 measures.
The PCDCC is an information source organization on issues our party suports and rights we protect. Our committee’s part provides the legislation evidencing this information. The objective is that, as a source of this information, we project it to our audience.

A Message from Our Chair
I am still basking in the success of our Tenth Annual Roosevelt Kennedy dinner and the inspirational words of our special guest, Congresswoman Barbara Lee and key note speaker, Congresswoman Katie Porter. It was wonderful selling out the 300 seat capacity of the Timbers Ballroom 3 weeks in advance. Looking out on the audience from the stage was energizing and hopeful that Democrats are ready to step up and elect more Democrats in our county. Thank you is not quite enough to recognize the work of our Fundraising Committee chaired by Susan Gutowsky. The mighty committee of 5 Central Committee members and volunteers recruited fantastic speakers, recruited sponsors, monitored Act Blue reservations, worked with the catering staff, gathered additional fundraising items for the Wine & Chocolate pulls and created a wonderful evening!

Board of Supervisors authorizes county Elections Office to implement requirements of Voter’s Choice Act

The Placer County Board of Supervisors voted Tuesday to authorize the Placer County Elections Office to implement the requirements of Senate Bill 450, also known as the California Voter’s Choice Act.
These requirements include the submission of an Election Administration Plan to the Secretary of State which, if approved, will allow the county to transition to a vote center model beginning with the March 2024 Presidential Primary Election.
Is it Time for (some) Churches to Pay Taxes?
If it acts like a for-profit, political organization and talks like a for-profit, political organization; isn’t it a for-profit, political organization? And is it then tax exempt? The answer may surprise you.
The Internal Revenue Service makes clear on its website, the rules of tax-exemption:
Churches and religious organizations can receive tax-deductible contributions like 501(c)(3) organizations, as they follow these IRS requirements:
The organization must be organized and operated exclusively for religious, educational, scientific, or other charitable purposes
Net earnings may not inure to the benefit of any private individual or shareholder
No substantial part of its activity may be attempting to influence legislation
The organization may not intervene in political campaigns
The organization’s purposes and activities may not be illegal or violate fundamental public policy.

PCDCC ENDORSES SB 770 HEALTH CARE: UNIFIED HEALTH CARE FINANCING
The Placer County Democratic Central Committee (PCDCC) officially endorsed, and supports the passage of this important legislation, SB 770 - California Universal Health Care Coverage: 2023 Renewed Fight for Affordable Health Care.
In my commentary in the PCDCC June 1, 2023 newsletter, I stated SB 770 will provide the budget plan to form the building blocks to energize the consideration, in 2024, of AB 1690, Universal Health Care Coverage. SB 770 will address what the organization Healthy California Now advocated: … the need to “work out policy difference and establish a coordinated effort between the governor, legislature, advocates, and funders to produce an ‘actionable’ package of policy proposals in accordance with a waiver framework the Biden Administration will support….” SB 770 has all the elements of this argument and will start the process of moving SB 770 through both chambers of our California State Legislature and to be signed into law by our governor. The major stakeholders are California citizens who will benefit from a single health care payor system supported by a solid financial system.
Sierra College Measure E Bond Measure
As an appointed member of the Citizens Oversight Committee on the Sierra College Measure E Bond Measure, I attend quarterly meetings where financial reports on the expenditure of Measure E Bond funds are presented by Sierra College Administration staff. The financial reports are very detailed and broken down by specific projects. If you have not been on the campus in a few years, I can assure you that there has been substantial infrastructure investment in bringing the campus into the 21st century.
